‘Himikama’ land ownership programme launched, first title deeds to be issued in Anuradhapura

The national launch of the ‘Himikama’ programme, which grants freehold land ownership to eligible citizens, is set to take place today (27) in Anuradhapura.

The inaugural event will be held at the North Central Provincial Council Auditorium in Korakahawewa under the patronage of Anura Kumara Dissanayake.

The ‘Himikama’ initiative is designed to provide full ownership of land to individuals—particularly farmers—who have been occupying and developing plots allocated under various government permits and schemes. Many of these land users have faced legal and economic limitations due to the absence of absolute ownership, making it difficult to utilize the land fully for personal, agricultural, or commercial purposes, according to the President’s Media Division.

To address these issues, the programme facilitates the removal of conditions attached to existing land permits and grants. In their place, freehold title deeds will be issued in accordance with state land regulations, granting complete legal ownership to beneficiaries.

As part of the first phase, 500 ‘Himikama’ title deeds will be distributed to selected recipients in the Anuradhapura District. Authorities plan to gradually expand the programme to other districts across the country.

The initiative is being carried out under the supervision of the Ministry of Agriculture, Livestock, Land and Irrigation, in collaboration with the Department of the Land Commissioner General, with the aim of strengthening land ownership rights and supporting rural development.
