Beyond Mahapola' National Schools Debate Championship launched

Carrying forward the vision and educational legacy of the late Lalith Athulathmudali—one of Sri Lanka’s most distinguished statesmen, an internationally acclaimed debater, and the founder of the Mahapola Higher Education Scholarship Trust Fund—the Lalith Athulathmudali Foundation has launched an annual national schools debate championship under the theme “Beyond Mahapola.”

The inaugural edition is expected to become one of the largest school debate competitions ever organized in Sri Lanka, bringing together a large number of schools from across the country, including international schools. A distinctive feature of the championship is that debates will be conducted in all three national mediums—Sinhala, Tamil, and English.

This year’s championship focuses on Artificial Intelligence (AI), AI Governance, Digital Transformation, Digital Ethics, and Future Leadership. The themes have been selected in conjunction with the UN Global Dialogue on AI Governance and Human Rights, held in Geneva, Switzerland, on 6–7 July 2026.

In a world undergoing rapid technological transformation, the primary objective of the competition is to encourage school students to develop knowledge of artificial intelligence, critical thinking, logical decision-making, ethical responsibility, and a culture of democratic dialogue.

The opening rounds of the championship will be held on 11 and 12 July 2026 at Royal College, Colombo, with participation from a large number of schools representing different provinces across Sri Lanka.

The educational legacy of Lalith Athulathmudali

Established in 1993, the Lalith Athulathmudali Foundation is committed to advancing the national development and educational vision of the late Lalith Athulathmudali.

The Mahapola Higher Education Scholarship Trust Fund, initiated in 1981 as his visionary concept, has now supported the higher education of more than 4.5 million university students. It is recognized as one of the world’s largest independent scholarship programmes. Originally established through his personal contribution, the Trust continues to be administered by an independent Board of Trustees, free from political influence.

Lalith Athulathmudali was an outstanding alumnus of Royal College, Colombo, and gained international recognition as an exceptional debater. He served as President of the Oxford University Debating Team and became the first Sri Lankan to be elected President of the Oxford Union, marking a historic achievement.

Accordingly, organizing this national debate championship to promote intellectual leadership, critical thinking, and a culture of democratic dialogue through debating represents a fitting tribute to his educational philosophy and distinguished national service.

The Lalith Athulathmudali Foundation believes that the “Beyond Mahapola” National Schools Debate Championship is a national investment in nurturing a new generation of intelligent, ethical, and globally competent young leaders capable of addressing the challenges of Sri Lanka’s future.

Veteran Singer Mariazelle Goonetilleke Passes Away at 68 

Veteran Sri Lankan vocalist Mariazelle Goonetilleke has passed away at the age of 68, according to family sources.

She passed away early this morning (10) while receiving treatment at the Kalubowila Teaching Hospital after an illness, sources said.

Mariazelle Goonetilleke was widely recognized for her distinctive Western-influenced, fast-rhythm music style and made a significant contribution to Sri Lanka's music industry over several decades.

Among her best-known songs was Kandy Lamissi, which remains one of her most popular performances. Throughout her career, she earned the respect and admiration of audiences and fellow musicians alike for her contribution to local music.

Her passing marks the end of a celebrated career that left a lasting impact on Sri Lankan music. Family sources confirmed that she was 68 years old at the time of her death.

UN urges Sri Lanka to grant rights commission prison access

The United Nations has urged Sri Lanka to grant the country's Human Rights Commission unfettered access to its prisons, following deadly violence at an overcrowded facility earlier this week.

Sri Lankan authorities have said an investigation has been launched into clashes that broke out on Sunday between rival gangs at Negombo Prison, north of Colombo, leaving 20 inmates and eight guards dead.

United Nations rights office spokeswoman Ravina Shamdasani welcomed the pledge to carry out investigations, stressing that the probes must be prompt, independent and transparent. She described the violence, along with reports of reprisals against inmates by guards at other prisons, as deeply alarming.

Shamdasani said the families of the dozens killed and injured, both inmates and prison officers, deserved to know the truth and see accountability.

She called on authorities to grant the Human Rights Commission of Sri Lanka unfettered access to Negombo, as well as to all other prisons, including detention facilities to which prisoners were transferred and allegedly subjected to torture and other forms of ill treatment.

She further stressed that the violence at Negombo underscored the urgency of tackling structural concerns around detention in Sri Lanka, pointing to prolonged pre-trial detention, overcrowding and inadequate conditions in detention facilities.

She added that a disproportionate number of people were being held for drug related offences, many of whom, she said, should be receiving health centred responses rather than incarceration.

Crypto Earnings Taxable in Sri Lanka Despite Lack of Legal Recognition, Deputy Minister Says 

Income earned through cryptocurrency transactions and related activities will be treated as "other income" for tax purposes, despite cryptocurrencies not being recognised as legal tender in Sri Lanka, Deputy Minister of Finance and Planning Anil Jayantha Fernando told Parliament today (09).

Responding to questions raised by Member of Parliament Ravi Karunanayake, the Deputy Minister said that under the Central Bank of Sri Lanka Act, No. 16 of 2023, the Sri Lankan Rupee remains the country's only legal tender. He noted that cryptocurrencies and other virtual or digital assets are not accepted as a means of payment in Sri Lanka.

Fernando stated that crypto assets are not regulated in the country as an asset class or financial instrument. He added that the Central Bank of Sri Lanka has not licensed or authorised any cryptocurrency trading platforms, digital asset exchanges, mining operations or related service providers to operate within the country.

He further explained that cryptocurrency trading activities are neither formalised nor supported through Sri Lanka's regulated financial system. Since digital asset platforms are not licensed or supervised by any domestic authority, individuals who engage in such activities do so at their own risk.

The Deputy Minister said the Central Bank has repeatedly informed the public since 2018 that cryptocurrencies are not recognised as legal tender in Sri Lanka.

He also confirmed that the country's existing regulations do not recognise cryptocurrency or virtual asset investments. In addition, holders of residence cards in Sri Lanka are prohibited from making foreign exchange payments for virtual currency transactions.

Fernando emphasised that, under the current regulatory framework, Sri Lanka's formal financial system cannot be used to facilitate cryptocurrency-related transactions.

Sajith denies Rs. 100 million bribery claim, urges Deputy Minister to focus on real issues

Opposition Leader Sajith Premadasa has called on Mass Media Deputy Minister Kaushalya Ariyarathne to focus on productive work in Parliament, rather than what he described as character assassination projects.

The Opposition Leader made the remarks in response to accusations levelled against him by the Deputy Minister in Parliament yesterday (09), in which she alleged that he had received Rs. 100 million from Charith Abeysinghe.

Addressing the allegations, Premadasa questioned why Ariyarathne had made what he called blatant lies.

He said he had expected her to be a mature and educated politician, adding that he was not surprised by the accusation given that the Janatha Vimukthi Peramuna had also faced similar allegations of dishonesty in the past.

He further claimed that he had not been aware that Ariyarathne herself had been given authority to decide on positions within his party, and stated that his party would not be governed in the manner of "the one from Pelawatta."

He also questioned whether any politician associated with the JVP could be said, responsibly, to have never been implicated in drug use or the drug trade.

Premadasa said mistakes could be made by anyone, in any political party, and that what mattered most was the action taken in response. He said conclusions could be drawn by examining who had taken what action in such circumstances.

Turning to Ariyarathne directly, the Opposition Leader noted that she was a woman and, he believed, a mother.

He referred to the 46,000 children currently under the Child Protection Authority, including 40,000 who have been victims of abuse, and appealed to her, as a mother and a woman, to direct her attention to such issues.

He concluded by inviting her to come to Parliament and engage in work that is of real importance to the country, rather than pursuing character assassination.

Dengue Outbreak Affects University Students as Colombo Campuses Introduce Preventive Measures

A total of 71 students at the University of Colombo have contracted dengue fever, with five students currently receiving hospital treatment, Vice Chancellor Professor Indika Karunathilake said.

The Vice Chancellor stated that most of the reported dengue cases were identified among students of the Faculty of Arts. Due to the impact of the situation on students’ academic activities, the university administration has decided to conduct lectures of several faculties through online and hybrid methods for one week.

Professor Karunathilake said the university has introduced several measures to control the spread of dengue and is closely monitoring the condition of students who are undergoing treatment in hospitals.

He explained that the decision to shift lectures online was taken considering that adequate rest is essential for students recovering from dengue fever.

The Vice Chancellor added that the dengue situation within the university has now been brought under control. He also urged students experiencing fever symptoms to seek medical advice and follow guidance provided by health authorities.

Clarifying the situation, Professor Karunathilake said the University of Colombo has not been closed due to the dengue cases and there are no plans to suspend academic activities.

Meanwhile, the University of Moratuwa has closed all faculties for two weeks due to concerns over the spread of dengue fever.

The University of the Visual and Performing Arts in Colombo has also announced a temporary closure of its premises following a dengue and fever outbreak. The university is scheduled to reopen on July 13.

Government to Introduce District-Level Contingency Funds for Urgent Repairs: President 

President Anura Kumara Dissanayake has announced plans to establish separate contingency funds for each district under the upcoming Budget to enable faster responses to urgent infrastructure needs.

According to the President, the proposed funds will allow District Secretaries to carry out urgent repairs to bridges, roads and public buildings identified at District Coordination Committee meetings without having to seek approval from the Central Government.

The President made these remarks while attending the District Secretaries’ Conference held today (09) at the Colombo District Secretariat.

The conference was organised to strengthen coordination among relevant stakeholders, improve the delivery of public services and promote district-level economic development by addressing local issues and identifying practical solutions.

Discussions at the conference focused on reviewing the progress of district development projects, improving coordination between ministries and government institutions, identifying challenges at the district level and assigning responsibilities for follow-up action.

The President also stressed the importance of preventing people from resettling in areas identified as high-risk. He instructed Divisional Secretaries not to approve basic utility services, including electricity and water, for such locations in the interest of public safety.

During the conference, attention was also drawn to plans to establish a special authority with statutory powers to manage environmentally sensitive land in the Central Hills. The relevant draft legislation has already been prepared, and the authority is expected to begin operations next year, according to the President’s Media Division (PMD).

President Dissanayake further stated that resolving housing issues faced by war-displaced communities remains a government priority, with plans to resettle 13,000 war-displaced families during the coming year.

He also highlighted the need for a systematic programme to relocate communities living in areas repeatedly affected by floods and landslides to safer locations.

The President said the Government will conduct a rapid survey to identify abandoned housing projects that are genuinely required by the public and provide financial assistance to complete those projects. He emphasised that future housing and construction projects should be implemented according to proper planning frameworks.

Addressing land management, President Dissanayake said the Government is working to release privately owned lands currently under the control of military camps while also making suitable land available for investment. He stressed that land allocated for cultivation should not affect forest reserves or wildlife protection zones.

The President also highlighted the need for comprehensive public sector reforms, including the abolition of non-productive institutions to improve the efficiency of public services.

He noted that steps have already been taken to fill vacancies in essential sectors such as health and education. Measures are also underway to urgently fill vacancies at the Department of the Government Analyst to address delays in issuing reports, which have contributed to prison overcrowding.

Negombo Prison Inmates Relocated as Investigations Continue into Three Prison Deaths 

A group of female inmates who were previously held at the Negombo Prison have been transferred to other correctional facilities as authorities continue measures to manage the situation following recent unrest at the prison.

According to the Department of Prisons, the inmates were transferred yesterday (08) to the Wariyapola and Bogambara prisons. The group included several foreign female inmates who were also detained at the Negombo Prison.

The transfers come after a protest was staged by female inmates at the Negombo Prison earlier this week. However, the Prisons Department said the protest has now ended and the relocation of inmates is being carried out in a phased and orderly manner.

Prisons Media Spokesperson A.C. Gajanayake said arrangements are also underway to transfer male inmates from the Negombo Prison to other correctional facilities.

He stated that the transfers are being conducted after assessing the available space and capacity of other prisons to accommodate the inmates.

Meanwhile, around 1,000 inmates are reported to remain at the Negombo Prison.

In a related development, police have launched investigations into the deaths of three inmates at the Agunukolapelessa, Boossa and Welikada prisons.

The Police Media Division said the investigations are being handled by the respective police stations responsible for the areas where the prisons are located.

Two inmates who had recently been transferred from Negombo Prison to Agunukolapelessa Prison and Boossa Prison died after being admitted to hospitals following sudden health complications.

Another inmate at the Welikada Prison was reported to have died by suicide.

Police said the relevant authorities have been informed of the incidents, and investigations are currently underway to determine the circumstances surrounding the deaths.

Beira Lake to Undergo Immediate Clean-Up Through Seawater Introduction Project 

A special technical project aimed at cleaning Colombo’s Beira Lake by introducing seawater into the lake is set to commence as an immediate and short-term solution.

Sri Lankan business tycoon and engineer Nahil Wijesuriya has reportedly agreed to provide full financial support for the initiative.

The project will be jointly implemented by the Colombo Municipal Council (CMC), the Urban Development Authority (UDA), and the Sri Lanka Land Development Corporation (SLLDC).

Meanwhile, long-term measures to maintain the cleanliness and aesthetic value of Beira Lake are expected to be carried out through allocations provided under this year’s government budget.

The initiative was discussed during a special meeting held today (09) at the Hunupitiya Gangaramaya Temple, chaired and guided by its Chief Incumbent, Venerable Dr. Kirinde Assaji Thera.

Representatives from both the public and private sectors participated in the meeting to discuss the Beira Lake Immediate Clean-Up Project and explore the implementation of future phases.

Further discussions were also held on the next steps required to continue the restoration and improvement of the lake.

Skin Diseases Emerging as a Growing Public Health Concern: Dermatologist 

Skin diseases are becoming an increasingly serious public health concern, with a noticeable rise in the number of people seeking medical treatment for skin-related conditions, according to dermatology specialists.

Consultant Dermatologist Dr. Nayani Madarasinghe said there has been a significant increase in patients visiting dermatology clinics for various skin diseases.

She made the remarks during a media briefing held at the Health Promotion Bureau.

Dr. Madarasinghe noted that the growing number of patients requiring dermatological care reflects the increasing burden of skin diseases on the country's public health system. She emphasized that the trend highlights the need for greater attention to skin health as the number of affected individuals continues to rise.

Thambuttegama Water Supply Project to Provide Clean Water to Over 91,000 People 

The Thambuttegama Water Supply Project will be officially inaugurated today (July 10) under the patronage of President Anura Kumara Dissanayake.

The project, which obtains water from the Angamuwa Reservoir, has been developed to provide safe and clean drinking water to residents in the Thambuttegama, Thalawa and Galnewa areas.

The initiative covers the entire Thambuttegama Divisional Secretariat Division, along with parts of the Thalawa and Galnewa Divisional Secretariat Divisions. It will serve 42 Grama Niladhari divisions and is expected to benefit 91,810 people.

As part of the project, 25,000 new water connections will be provided, allowing thousands of households to access a reliable supply of quality drinking water.

Meanwhile, construction of the second phase of the Anuradhapura North Water Supply Project is also scheduled to commence today at the Kebithigollewa Water Supply Complex under the President’s patronage.

The second phase will cover the Padaviya, Horowpathane, Kahatagasdigiliya and Kebithigollewa Divisional Secretariat Divisions, spanning 119 Grama Niladhari divisions. The project is expected to provide safe drinking water facilities to 170,951 people by 2034.

A key feature of the initiative is the introduction of 50,000 new household water connections. The project is also expected to help address health concerns linked to the consumption of groundwater with high fluoride levels, including chronic kidney disease.

The Anuradhapura North Water Supply Project is a nationally significant development initiative jointly implemented by the Government of Sri Lanka and the Japan International Cooperation Agency (JICA).

Opposition Leader says govt blocked his questions on Negombo unrest

Opposition Leader Sajith Premadasa has accused the Government of blocking questions he sought to raise in Parliament regarding the Negombo Prison unrest, claiming this amounts to a violation of Standing Orders.

Speaking in parliament yesterday (08), Premadasa said the Opposition needs to know whether the Government has established the cause of the clash at Negombo Prison, and if so, what that cause was.

He also sought clarity on who authorised the intervention of the Police Special Task Force (STF), the legal provisions under which that order was given, and whether the order was issued in a timely manner.

He further asked for details on the loss of life and damage to property reported so far, and whether an independent and impartial investigation would be carried out with its findings presented to Parliament.

*Compensation and prison conditions raised*

The Opposition Leader said information is also required on the compensation the Government intends to provide to injured and deceased inmates, as well as to the families of prison officers who lost their lives.

He raised concerns over the extended period during which the Prisons Department functioned without a permanent Commissioner General, and asked whether existing overcrowding and security weaknesses in the prison system had contributed to the incident.

He called on the Government to present a national programme aimed at protecting the lives of inmates and preventing similar incidents in the future.

*"Privilege has been violated"*

Premadasa said denying him the opportunity to raise these questions amounted to a violation of his privilege, stressing that his questions were not intended as political debate but as an effort to gather factual information on the incident.

He said the rejection of his question to the subject minister during the previous day's Adjournment Debate, along with the absence of specific information provided during that debate, amounted to a violation of the public's right to know the truth and, by extension, a violation of freedom of speech.

He noted that a prisoner transferred from Negombo to Boossa Prison following the unrest had since died, and said it remains unclear what conditions prevail in other prisons across the country. He said this must be investigated and appropriate action taken.

He accused the Leader of the House of presenting a misleading interpretation of the matter and called for accurate data and information to be tabled before Parliament.

*Standing Orders*

The Opposition Leader referred to Standing Order 27 (2), noting that except where the Speaker rules a question unruly, all questions submitted to the Secretary General must be placed on the Order Book for reply no earlier than seven full days from the date of notification.

He noted that under the same provision, a question of general importance may be raised by the Leader of the Opposition or the leader of a recognised political party following formal notice to the relevant minister.

He said he was denied the opportunity to raise his question on the Negombo Prison unrest in the House on July 08, 2026, under this provision.
